1. basic provisions

1.1. These Regulations establish a procedure for organising and functioning of the Pushkin Institute Partner Network and are developed to ensure the successful implementation of international educational and cultural projects on popularization and promotion of the Russian language and literature, and open education in Russian.

1.2. The Pushkin Institute Partner Network is understood as a voluntary association of legal entities sharing a general approach to promotion and popularization of the Russian language and literature, as well as carrying out activities aimed at creating conditions for ensuring the worldwide availability of programmes for learning Russian and open education in Russian.

1.3. A head organisation of the Pushkin Institute Partner Network is Federal State Budgetary Educational Institution of Higher Education “Pushkin State Russian Language Institute” (hereinafter referred to as the “Institute”).

1.4. When carrying out its activities as the head organisation, the Institute is guided by the Constitution of the Russian Federation, federal laws, as well as departmental, special and local regulatory acts, generally accepted principles and norms of international law, and international treaties of the Russian Federation that regulate the activity in the field of education and science.

1.5. The activity of the Pushkin Institute Partner Network is based around following principles:

1.5.1. Keeping the priority of common values on preservation and promotion of the Russian language over corporate or group interests.
1.5.2. Active and result-oriented collaborative work to expand opportunities and enhance the quality of educational programmes in Russian.
1.5.3. Openness and transparency of plans and results of the collaborative work;
1.5.4. Joint creation and use of the information field related to the promotion of Russian.

2. aims and objectives of the partner network

2.1. The Pushkin Institute Partner Network aims to:

  • preserve and promote the Russian language in the world
  • ensure the access to high-quality training and development programmes in Russian for citizens of the Russian Federation and foreign countries
  • elaborate and facilitate using the forms and services of open education in Russian
  • preserve and develop the cultural and language heritage of Russian native speakers
  • professional support of Russian teachers on the basis of network cooperation

2.2. The objectives of the Institute Pushkin Partner Network are:

  • creation, identification and distribution of advanced technologies for teaching Russian and literature
  • development of the unified learning and teaching environment for effective use of resources of the Pushkin Institute Partner Network
  • creation within the Pushkin Institute Partner Network of a unified system for assessing the quality of Russian and literature teaching for different target groups
  • arrangement of excursions, exhibitions, educational, presentational and other events with the aim of promoting Russian and education in the Russian language
  • staff assistance to the realisation of partner programmes; training, publication, distribution and adaptation of research literature and study materials, including for distance learning
  • development and promotion of the Education in Russian portal (www.pushkininstitute.ru) as an integration electronic portal of network partnership
  • creation of a consolidated information area of programmes and events on promotion of Russian and education in the Russian language

3. NETWORK PARTNERS

3.1. The status of a member of the Pushkin Institute Partner Network can be assigned to a legal entity which shares the basic principles of the Pushkin Institute Partner Network and has concluded an agreement with the head organisation of the Pushkin Institute Partner Network or educational organisations duly authorised in the framework of the Federal Target Programme “Russian Language” for the period of 2016-2020.

3.2. There are two categories of membership for the Pushkin Institute partners: full (when entering into an agreement with the head organisation of the Partner Network) and associate (when entering into an agreement with an authorised organisation). Partnership with full members of the Partner Network is formed within obligations of the head organisation of the Partner Network stated in relevant contracts. The agreements with associate members specify the obligations of an institution authorised to sign such agreements, as well as define rights and obligations of an associate member of the Partner Network towards the authorised organisation. A partner institution of the Pushkin Institute Network shall be obliged to indicate a status of its membership in its documents and on the official website.

3.2. The organisation authorised to conclude agreements of associate membership in the Pushkin Institute Network shall be obliged to notify the head organisation of the Partner Network about conclusion of such an agreement within one month from the date of its signing. The authorised organisation is liable to the Council of the Pushkin Institute Partner Network for compliance of a candidate with the requirements of the Regulations.

3.3. The following requirements are imposed to a legal entity which claims a status of a member of the Pushkin Institute Partner Network:

3.3.1. An official registration in accordance with the laws and regulations of that country where it undertakes the main activity, and a positive business reputation.
3.3.2. The availability of a programme (an action plan, a system of events) for promoting the Russian language and education in Russian.
3.3.3. The required staff support and infrastructure for implementation of formulated plans.
3.3.4. The availability of a website on the Internet.

3.4. The acceptance to the Partner Network is carried out by considering a candidate’s written statement addressed to the head organisation or an authorised organisation of the Pushkin Institute Partner Network. The documents certifying the candidate’s compliance with the requirements specified in Para. 3.2. of the Regulations should be attached. The status of a candidate as a member of the Pushkin Institute Partner Network is confirmed by an agreement between the candidate and the head organisation or the authorised organisation.

3.5. Full members of the Pushkin Institute Partner Network are entitled to:

3.5.1. use a logo of a full member of the Pushkin Institute Partner Network in documents and information materials related to the implementation of discussed plans on promotion of Russian.
3.5.2. have unrestricted access to the resources of Study in Russia portal (www.pushkininstitute.ru), including a special section of the portal for members of the Pushkin Institute Partner Network, as well as to the option “Field-Specific Organisation”, which involves:

  1. announcement of the organisation’s news
  2. inclusion of the organisation’s events in the unified international event calendar generated automatically in the Study in Russia portal
  3. communication with partners within the Pushkin Institute Partner Network

3.5.3. promote interests of the Pushkin Institute Partnership under the concluded agreement.
3.5.4. post on the Study in Russia portal own educational and information and awareness-raising materials for members of the Pushkin Institute Partner Network.
3.5.5. take part in the implementation of educational and cultural events of the head organisation of the Partner Network, namely organise Russian teaching courses for different categories of students with the administrative and methodological support of the head organisation, provide training and administer certification tests in Russian as a native, non-native and foreign language, test bilingual and foreign children with an opportunity to receive a certificate from the head organisation, hold cultural and educational events (literature salon, meetings with famous representatives of Russian science and culture) with the support of the head organisation, organise professional development courses for Russian teachers using the staff and organisational and methodological resources of the head organisation; use multimedia materials in the format of open education courses and a member’s methodological kit including a package of standard education programmes on Russian and teaching and learning materials; establish a Pushkin Institute Department for teaching Russian and literature in higher education institutions.
3.5.6. be involved in the work of education boards of bodies created for management and development of activities of the Pushkin Institute partners.
3.5.7. receive all issues of the Russkiy Yazyk v Mire (The Russian Language in the World) Journal and all information about its activities.
3.5.8. have a concessional subscription to the Russkiy Yazyk za Rubezhom (The Russian Language Abroad) Journal.
3.5.9. take part in the implementation of a programme of the head organisation of the Russian language in the world.
3.5.10. have an access to library and information resources provided by the organisation.
3.5.11. get assistance from the head organisation in opening a Partner Centre in the same style under the brand of Pushkin Institute Partner Network.

3.6. Associate members of the Pushkin Institute Partner Network are entitled to:

3.6.1. use a logo of an associate member of the Pushkin Institute Partner Network in documents and information materials related to the implementation of discussed plans on promotion of Russian.
3.6.2. have unrestricted access to the resources of Study in Russia portal (www.pushkininstitute.ru), including a special section of the portal for members of the Pushkin Institute Partner Network, as well as to the option “Field-Specific Organisation”, which involves:

  1. announcement of the organisation’s news
  2. inclusion of the organisation’s events in the unified international event calendar generated automatically in the Study in Russia portal
  3. communication with partners within the Pushkin Institute Partner Network

3.6.3. promote interests of the Pushkin Institute Partnership under the concluded agreement.
3.6.4. post on the Study in Russia portal own educational and information and awareness-raising materials for members of the Pushkin Institute Partner Network.
3.6.5. take part in the implementation of educational and cultural events of the authorised organisation, with which an agreement on the status of associate membership in the Pushkin Institute Partner Network has been concluded.
3.6.6. be involved in the work of education boards of bodies created for management and development of activities of the Pushkin Institute partners:
3.6.7. receive all issues of the Russkiy Yazyk v Mire (The Russian Language in the World) Journal and all information about its activities.
3.6.8. have a concessional subscription to the Russkiy Yazyk za Rubezhom (The Russian Language Abroad) Journal.
3.6.9. take part in the implementation of the programme “Ambassadors of the Russian Language in the World”.
3.6.10. have an access to library and information resources provided by the authorised organisation, with which an agreement on the status of associate membership in the Pushkin Institute Partner Network has been concluded.
3.6.11. get assistance from the authorised organisation, with which an agreement on the status of associate membership in the Pushkin Institute Partner Network has been concluded, in opening a Partner Centre in the same style under the brand of Pushkin Institute Partner Network.

3.7. Members of the Pushkin Institute Partner Network may suspend or terminate their membership in the Partner Network, having notified the head organisation in writing.

3.8. Members of the Partner Network are obliged to:

3.8.1. comply with the Regulations and terms and conditions of an agreement on becoming a member of the Pushkin Institute Network Partnership.
3.8.2. in a timely manner inform the Council of the Pushkin Institute Partner Network about the results of conducted work, as well as difficulties that hinder the fulfilment of assumed obligations.
3.8.3. promote the activities of the Pushkin Institute Network Partnership.
3.8.4. assist in attracting students to the Study in Russia portal.
3.8.5. not disclose the information classified in documentation of the Partner Network as information for internal use.

3.9. Member of the Pushkin Institute Partner Network take on responsibility for the implementation of plans agreed within the Partner Network.

3.10. In the event of violation of the principles and fundamentals of the Pushkin Institute Partner Network, the head organisation has the right to terminate an agreement on membership in the Pushkin Institute Partner Network in its sole discretion regardless of the member’s status upon prior notice in writing.

4. GOVERNING BODIES OF THE PARTNER NETWORK

4.1. A Council of the Pushkin Institute Partner Network (hereinafter referred to as “Council”) and an Executive Board of the Pushkin Institute Partner Network (hereinafter referred to as “Executive Board”) are created for effective management of the Pushkin Institute Partner Network.

4.2. The composition of the Council is approved by the order of the Ministry of Education and Science of the Russian Federation. The Council includes representatives of the Ministry of Education and Science of the Russian Federation, the head organisation and organisations authorised to sign contracts on associate partnership in the Partner Network (subject to agreement).

4.3. The Council is vested with authority to:

4.3.1. approve the activity plan of the Pushkin Institute Partner Network, the Council and the Executive Board for a calendar year.
4.3.2. consider and approve a report on activities of the Council and the Executive Board.
4.3.3. introduce amendments and changes to these Regulations.
4.3.4. consider queries from members of the Pushkin Institute Partner Network.

4.4. The Executive Board is created on the basis of the head organisation of the Pushkin Institute Partner Network and approved by the Rector’s order in the head organisation. A candidate for the Executive Board is previously agreed with the Council.

4.5. The Executive Board is vested with authority to:

4.5.2. conclude, suspend and terminate an agreement with full members of the Pushkin Institute Network.
4.5.3. monitor the implementation of an agreement on associate membership in the Pushkin Institute Partner Network and consider an issue on suspension and termination of such agreements.
4.5.4. discuss a draft action plan of the Pushkin Institute Partner Network and the Executive Board.
4.5.5. distribute duties among the staff members of the Executive Board.
4.5.6. bring about interaction with members of the Pushkin Institute Partner Network.

5. FINANCIAL REGULATION

5.1. Membership in the Pushkin Institute Partner Network is free of charge.

5.2. Members of the Pushkin Institute Partner Network do not have mutual financial obligations except for those formalised in additional agreements on organisation of events or performance of work.

6. regulations vALIDITY

6.1. These Regulations are effective from the date of their approval until they are cancelled or replaced by another Regulations.

6.2. These Regulations are mandatory for all members of the Pushkin Institute Partner Network when undertaking any activity within the Pushkin Institute Partner Network regardless of its nature and aims.
